  22. private  messages are exported by an exporter.  All messages
  23. that's  ToPath  matches  an exporter's EXPORT-pattern may be
  24. exported by that exporter.  An exporter must inspect all the
  25. private  messages it can read and tell the MBP, whether they
  26. actually could be exported or not.
